PREFACE

This publication is based on a report titled ‘Ballard Estate – A Proposal for the Urban Management of the Area’ prepared by UDRI and Bombay First for the Ballard Estate Welfare Association in 1999. The intention of this publication is to bring into focus, the critical role of Ballard Estate within the Fort area and its unique place as a premier business and corporate district in the city. It is also the intention of the publication to identify as well as to highlight the emerging issues that threaten to transform its ambience, spatial quality and efficiency as a Business District.
Finally and most importantly, this document outlines the crucial issues that must be dealt with in order to formulate a comprehensive plan for the Ballard Estate Corporate District. Suggestions are offered for the enhancement of the Estate as a conservation precinct while facilitating its use as a commercial and corporate district in the Fort Area.
